Cheap, an oversight, or lack of oversight?

Down on LeBreton Flats things are quieter right now. The music concert season is drawing to a close (did you notice, the HoDown patrons were much better dressed than the Bluesfest patrons? Cowboy boots, hot pants, checkered shirts, and straw cowboy hats….hee hah!). Claridge is finishing up his current building, but not yet started its next bunch. You can actually hear the birds chirp, and see them flitting from stunted popular tree to stunted shrub amongst the bomb-crater landscape that typifies much of the Flats. End of the Yellow Brick road, err buildings

The NCC wanted a different look and feel for the LeBreton neighborhood. They wanted a neighborhood that was distinctive. To this end they chose a particular palate of colours that all bidders had to employ. Predominate in this palate was yellow brick. It was always in the plan that as the buildings approached the south edge (I thought they meant Albert Street…) they would become two tone brick, employing the traditional red brick common to the older neighborhoods, to form a transition zone. Air rights over the transitway/LRT

Councilor Katherine Hobbs is in the news for asking the City to examine developing the air rights over the west side part of the transitway/LRT line. I have a bunch of mutually contradictory thoughts on this. 1. The City should sell air rights to help pay for the transitway. Taxpayers are forking out a bundle of money for a transit line, we can recoup some of that expenditure by selling prime access to the most-accessible locations in the city. Today’s Citizen has a story on development charges. The headline, picture,  and first part of the story emphasizes how much of the development charges will pay for transit. March of the High Rises

The City has recently seen a spate of high rise applications and project announcements. Claridge has a number of downtown high rises in the high 20- storey range: beside Bell Canada, on Nepean and Gloucester, and on Queen at Lyon (currently Barbarella’s and a parking lot). Laurier Bike Lane opens

The Laurier Avenue separated bike lane (SBL) opened today. Mayor Watson was there, Marianne Wilkinson, and former councilor Bedard: There was a reasonable size crowd to see the ribbon cutting and hear the (mercifully short) speeches. There were some protesters too, objecting to the bike lanes. Two cyclists were wearing helmet cams to film what they see: These paramedics patrolled the path, searching in vain for early fatalities or run-over protesters. The devil rides Watson’s new LRT route

Warning: long post. Go pee or get your coffee before you start reading. After so much huffing and puffing, the City has detailed its final LRT route and station locations, and their costs, to Council and the Public. The most noteworthy change has been to move the tunnel from the “cross country” deep alignment under Albert Street, then Queen Street … to one that traverses the downtown always under Queen. Champlain (de-)forest realities

I went on a walking tour Sunday morning in the Champlain Park neighborhood. This west side group of streets runs north of the transitway, from the Mosque at Northwestern to Island Park Drive. The neighborhood began as a cottage area on the floodplain of the River (the railway tracks, now transitway trench, marked the high water mark of the floodplain). Later, small houses were built in the 1940’s followed by some 2-storey homes. My grandparents lived in one on Cowley. As a kid, I had a few of the original “Noddy” books. I dug them out again when my kiddies were young, and was … surprised … by certain things in them that do not meet parental approval today. The tackiest was the portrayal of “Golliwogs” (black people, black dolls) who were usually the bad guys of the piece. If I recall correctly, my bro got a Golliwog doll action figure for Christmas one year, I got the bendable Popeye figure. Birth of a street

In neighbourhoods such as ours, in established urban areas, new streets seldom spring up. In Orleans, Kanata, or Barrhaven they sprout up like dandelions. Every time I go out to those suburbs… everything has changed, new streets, new big box plazas… I live on the edge of the LeBreton Flats, and have seen several new streets appear. Pooley’s Bridge quietly re-opened

  Above: a pic of Polley’s Bridge as seen from Fleet Street, beside the new Claridge condos on leBreton Flats. The City closed the Bridge  for several years as Claridge used Fleet as a construction staging site for the new condos. Then in June last year, it became possible to cross the bridge going west provided you were willing to follow a narrow goat trail along the tailrace, skirting the construction site for the yellow-brick tower, to join the path built two years ago at the base of the first part of the building. LRT Stations (part iv) LeBreton

There is currently a bus transitway station at LeBreton Flats. The proposed LRT station is essentially at the same location, except it extends further west under Booth Street and is a few feet south of the current station, allowing room for landscaping and breathing space between it and the aqueduct. On the aerial photo above, note also the pedestrian crossing of the aqueduct off to the left side of the picture, this is the old Broad Street right of way and ped bridge. City-provided sidewalk improvements

From time to time the City actually does spend some money for streetscaping projects. These projects are designed to “recover” the public space from adjacent property owners that have encroached on it over time, too often appropriating it for parking. Those property owners who have landscaped right out the sidewalk may not be affected at all. Adversely affected will be those who snuck in parking spaces on their front gardens. Four inches that makes a difference

Four inches more. That’s all it would take. But alas, that shortage of four inches is significant.   City planners are today wishing they had four more inches to play with. The significance is on Gloucester Street, shown above, behind the Queen Elizabeth Towers condos. Notice that the city has changed the painted bike lane to a parking zone. As part of the “deal” to install the separated bike lane on Laurier, the city relocated the parking from both sides of Laurier to both sides of Gloucester. More views from the Flats

Yesterday’s post had some interior shots and eastward views from the ninth floor of Claridge’s condo tower on LeBreton Flats. Here are some shots in other directions, including the courtyards. The stair and elevator access to the public roof decks is brightly lit all night with flourescent lights. Perhaps the condo board could replace these with a 25 watt nite lite and maybe something brighter on a motion sensor that turns on for a minute then dims. Claridge has five furnished model apartments for viewing on the ninth floor of the second condo tower (the yellow brick one) on LeBreton Flats. The views, particularly to the east, are stunning; nothing can be built to block them. In 20 years no doubt I will kick myself for not having bought these NYC-central-park-style views while they were affordable. Better than central park — the views include cliffs, a national kayak course, cycling paths, the gothic parliament buildings … The windows are huge, #903 had views in three directions. The Secret West Side

Everyone knows the traditional main streets: West Wellie, Preston, Chinatown, Bank Street … The very success of these streets ensure they attract popular businesses with enough clientele to afford the rents. But where are the retailers that cannot afford main street? Ottawa lacks many low-value retail spaces, where specialty niche businesses, startups, and some just-plain marginal businesses can locate. Gentrification and the revival of main streets are desirable, but have the effect of squeezing out these small firms. So they slip into little-noticed spots unattractive to mainstream, main street retailers. Good neighbours on snowy sidewalks

Better infills through consultation

The City has done a review of all the infill housing put up in the last few years in selected central area neighborhoods. Staff went out and photographed every house from the street. I must commend them for actually doing part of the study out in the real world and not from charts and drawings in the back room. HOM on the Champagne

Domicle has started marketing their new condo on Champagne Avenue at Hickory Street. It’s a 12 storey tower on a podium facing Champagne with six townhouses facing Hickory. The name HOM has an accent over the O to make it sound like HOME in Swedish. The marketing scheme is interesting. It’s big on IKEA style signage. The green exterior signage vandalized (graffiti) on Sunday was cleaned up by Monday morning, so they are alert. The market package inside (kitfolder) follows through on the same Ikea theme. Proposed development considers cyclists

A Toronto developer is proposing a 16 storey high-rise on a lot assembled on Gloucester Street, with some frontage on Lyon Street. It is kitty-corner the octagonal Minto Carlyle building (28 floors) and opposite the Minto-built stacked townhouse block that faces Lyon on the east side. Here is a plan of the ground floor. What I thought noticeable is the attention paid to cyclists. There is bike storage for residents in LOCKERS for 46 residents. These storage lockers are on the ground floor. Planning for salvation

There have been no end of critics for the Our Lady of the Condos site on Richmond Road; or for the Franciscan site in Overbrook (www.saveoverbrook.com).  The Dominican fathers on Empress have talked about selling their property. Now there’s a second chance (second coming?) for Hintonburg-Westboro too. The Salvation Army operates Grace Manor on West Wellington. Immediately east of the modern low-rise Hobbinesque nursing home is an elderly manor on a large lot. Z6 grows a shell

The Z6 condo under construction at the corner of Balsam and Booth is finally showing some signs of its final look. The picture above shows the brickwork on the Balsam side. It is considerably less-detailed than promised in the advertising picture, but that’s just quibbling. The building is a breath of fresh air on Booth Street and in the centre of the neighborhood which dearly needs a shot in the arm, a visible testimony that someone has faith in the community’s future. More Life on LeBreton Flats

The second phase of the Claridge project on the Flats is now being occupied by residents. Note just in front of the moving van, the ground floor patio has furniture on it and blanket-drapes. I was interested to note that the low-rise building has balcony railings that are glass above a metal panel, which hides some of the balcony clutter and reduces nosey people (like me) looking in. The balconies on the first phase on the opposite side of the courtyard are all glass. Downtown’s changing skyline

Ottawa has a curious bunch of downtown buildings dating from the Robert Campeau era (1960’s and 70’s). They all share a certain formula: towers “inspired” by famous buildings elsewhere, usually built on massive ugly windowless podiums, and with no apparent front doors. Consider the Centennial Towers, whose entrance used to be facing a drive through arch, mercifully removed during its last renovation. Or the Marriott hotel, also sitting on a rough concrete windowless podium, its entrance facing a mid-block driveway well concealed from motorists and pedestrians alike.
