What should go at street level? (part i- the good)

I complain a lot in these blog postings. The City did this wrong. The stupid developer did that wrong. Yadda yadda. I even get tired of myself complaining. But some things do work out alright. In the case of the 333 Preston development (Sako is the developer, major tenants include Adobe, Xerox, RBC, Heart and Crown) we have an example of a better quality development. The ground floor is chock full of narrow storefronts, each with a different colour signage and awning. The patio spaces are friendly and often well patronized. Bus Depots are Dead, thankfully

City committees will shortly be discussing a redevelopment proposal for the site of the Voyageur Bus Terminal/Gare d’Ottawa. Alas, the development will proceed only if Voyageur moves out of the terminal. Bizarrely, some councillors and community activists want the bus station to stay on Catherine Street. They express concern for the price conscious users of the cheapest mode of intercity transport. I think their concern is misguided thinking that is twenty years out of date. End of the Yellow Brick road, err buildings

The NCC wanted a different look and feel for the LeBreton neighborhood. They wanted a neighborhood that was distinctive. To this end they chose a particular palate of colours that all bidders had to employ. Predominate in this palate was yellow brick. It was always in the plan that as the buildings approached the south edge (I thought they meant Albert Street…) they would become two tone brick, employing the traditional red brick common to the older neighborhoods, to form a transition zone. Air rights over the transitway/LRT

Councilor Katherine Hobbs is in the news for asking the City to examine developing the air rights over the west side part of the transitway/LRT line. I have a bunch of mutually contradictory thoughts on this. 1. The City should sell air rights to help pay for the transitway. Taxpayers are forking out a bundle of money for a transit line, we can recoup some of that expenditure by selling prime access to the most-accessible locations in the city. March of the High Rises

The City has recently seen a spate of high rise applications and project announcements. Claridge has a number of downtown high rises in the high 20- storey range: beside Bell Canada, on Nepean and Gloucester, and on Queen at Lyon (currently Barbarella’s and a parking lot). At last, small house infill

In the Carlington neighborhood there has been a controversial infill (are there any other type??). The first proposal had a too-big house that dwarfed the post-war one-and-half storey homes that comprise most of the area. There was an odd -lot subdivision. Unsympathetic design. Most recently, there was a fuss over damage and removal of a large tree while digging utility lines. But, for all this, or perhaps because of all this, the finished result is lookin’ good. And most excitingly for all those upset about over-sized over-priced infills, this project is ideal for single persons, couples, or small families. Champlain (de-)forest realities

I went on a walking tour Sunday morning in the Champlain Park neighborhood. This west side group of streets runs north of the transitway, from the Mosque at Northwestern to Island Park Drive. The neighborhood began as a cottage area on the floodplain of the River (the railway tracks, now transitway trench, marked the high water mark of the floodplain). Later, small houses were built in the 1940’s followed by some 2-storey homes. My grandparents lived in one on Cowley. Pooley’s Bridge quietly re-opened

  Above: a pic of Polley’s Bridge as seen from Fleet Street, beside the new Claridge condos on leBreton Flats. The City closed the Bridge  for several years as Claridge used Fleet as a construction staging site for the new condos. Then in June last year, it became possible to cross the bridge going west provided you were willing to follow a narrow goat trail along the tailrace, skirting the construction site for the yellow-brick tower, to join the path built two years ago at the base of the first part of the building. Cornerstone Opens

Cornerstone is a sheltered housing building on Booth Street near Somerset. They had their official opening and tours on Wednesday. If you couldn’t be there, here are some shots of what’s outside and inside the building. I am really pleased with the exterior façade of the building. Streets like Booth are perched on the verge of going downhill (witness Cousin Eddy’s garage empty lots/burned out house,  just down the street) or gentrifying (witness Z6 condos, Cornerstone, and a new condo going up at the corner of Booth/Somerset). Intensification follows LRT

Throughout the LRT planning process the City and its consultants have been showing walking radii around the proposed stations. These radii are more than just the convenient five-minute walk zone around the station. They will also be where the City will encourage transit oriented development (TOD). Most residents get the five-minute walk radius. Judging by questions and comments I hear at LRT meetings, they have much less understanding of TOD. Some clearly think it only applies to vacant lots. 145 Elm updated

At 145 Elm is a 56×100 lot that used to contain just one very small house. Now Sage Developments is constructing 4 very large “shoebox” style houses  on it.There are two at the front, two at the back, and parking for four vehicles in the centre. Western LRT (part iv) The River Parkway

Perhaps the most controversial and divisive suggestion for converting the transitway to LRT concerned the portion along the Ottawa River Parkway. There seems to be a large crowd that is convinced the parkway would be ruined by letting LRT transit users have a view instead of just motorists. Concerns were expressed about destroying green space, the aesthetics of overhead wiring, and the danger to dog walkers from high speed trains. Bus shelters vs a station for Bayview

 The picture below shows the current Bayview Station. It is simply a bus shelter on a hill in the middle of a field. It’s been that way since 2001, and while not ideal, it does function. The City is currently designing its transit stations for the new LRT network. For the first few years of the Downtown Ottawa Transit Tunnel (DOTT) process, they had very elaborate station design for Bayview. It was a long elevated structure with east-west trains on top, and underneath was a second set of platforms for the successor to the north-south LRT that would someday replace the O-Train. I went to City Hall last night to learn some more about the proposed bus route changes. There was a huge, vocal, and annoyed turnout. The questioning for Mercier and Deans and Transpo staff was tough. But half way through something totally dramatic happened. Unfortunately the Main Stream Media reporters had all got enough “angry mob” clips and gone home; leaving only bloggers to cover what really transpired. Better infills through consultation

The City has done a review of all the infill housing put up in the last few years in selected central area neighborhoods. Staff went out and photographed every house from the street. I must commend them for actually doing part of the study out in the real world and not from charts and drawings in the back room. It wasn’t that many years ago that the City reprimanded staff for actually going out in the field. It is a practice I would like to see more of (the going out in the city part) by planners. HOM on the Champagne

Domicle has started marketing their new condo on Champagne Avenue at Hickory Street. It’s a 12 storey tower on a podium facing Champagne with six townhouses facing Hickory. The name HOM has an accent over the O to make it sound like HOME in Swedish. The marketing scheme is interesting. It’s big on IKEA style signage. The green exterior signage vandalized (graffiti) on Sunday was cleaned up by Monday morning, so they are alert. The market package inside (kitfolder) follows through on the same Ikea theme. Proposed development considers cyclists

A Toronto developer is proposing a 16 storey high-rise on a lot assembled on Gloucester Street, with some frontage on Lyon Street. It is kitty-corner the octagonal Minto Carlyle building (28 floors) and opposite the Minto-built stacked townhouse block that faces Lyon on the east side. Here is a plan of the ground floor. What I thought noticeable is the attention paid to cyclists. There is bike storage for residents in LOCKERS for 46 residents. These storage lockers are on the ground floor. Planning for salvation

There have been no end of critics for the Our Lady of the Condos site on Richmond Road; or for the Franciscan site in Overbrook (www.saveoverbrook.com).  The Dominican fathers on Empress have talked about selling their property. Now there’s a second chance (second coming?) for Hintonburg-Westboro too. The Salvation Army operates Grace Manor on West Wellington. Immediately east of the modern low-rise Hobbinesque nursing home is an elderly manor on a large lot. Soho Champagne & Soho Italia have a sales office at the south end of Preston, on the proposed Soho Italia site. Now the sales office is really an information office, as there isn’t yet anything to sell on either location, nor is there much information. They will take your name if you are interested in the Soho Champagne (first tower of which is at the top of the photo, in dark; its larger sibling is shown transparent, as is the Soho Italia tower) and ask for “community support” for the Italia Tower. Interior of the Beaver

The lobby area of the Beaver Barracks building on Metcalfe features a large common room and kitchen to cater to events, parties, and cooking lessons: The sloped wood ceiling is made of reclaimed wood. Several large trees were cut down on the site last year. That wood was augmented by some wood reclaimed from the Ottawa River. They were milled into rough-cut boards to make ceiling panels like above. The main lobby also has these ceiling panels. More good news

Continuing the story of the Beaver Barracks development, the tallest apartment building is at 464 Metcalfe. It is a familiar sight to motorists from the Queensway or Catherine Street: The exterior of the building is broken up into several components to reduce its apparent mass and height. The round “turret” at the right corner intrigues the eye; there will be an interior shot in a subsequent post.  Notice the glass garage door and commercial storefront appearance of the ground floor. There are plenty of horror stories about proposed and actually constructed buildings. But it is not all bad news. Amongst the dross, there is some gold to be found. It is time to focus on some good developments. The subject of a number of posts over the next week will be the Beaver Barracks story. The project is named after the former military barracks on that site. It is located on the west side of Metcalfe Street at Catherine (the Queensway), ie immediately west of the Police Station and south of the Canadian Museum of Nature. Remember SimCity, a computer game that was all the rage a few hundred years ago? It’s still around. I recall that gamers could take the base maps for SimCity and create them as a specific city,ie Ottawa. Then one could run out scenarios to see consequences. The Soho Italia project continues to interest people. I am interested in knowing what the city planners think (they are professional planners after all, and I like talking to the ones who are knowledgeable about what constitutes good urban design). And the project location  is within the design priority area, it is subject to the urban design review committee for review.
