        We are in the process of replacing the transitway with LRT. In the Scott Street cut, this won’t matter much. But at either end of the cut, it matters a lot. The City is preaching two totally opposed messages on how the track will interact with the community.  On LeBreton Flats, they claim that anyone getting near the tracks will be imminent mortal danger so great that six foot high chain link fences will be constructed on both sides of the tracks. NCC closes popular cycling link after promising to keep it open

Readers may recall the brief brou-ha-ha in late June and early July, when the gate at the north end of Preston street was unexpectedly closed and locked. The Skyline  Crown Plaza  Delta Ottawa Centre hotel is finally correcting that awful Campeau-induced blight on the downtown. The Place de Ville complex is fully a product of 60’s thinking: big buildings, on barren plazas, with few or no windows on the ground floors, and utter domination of the streetscape for automobiles. Now maybe Robert Campeau rode up to his buildings in limo, sailing majestically on those ramps leading to hidden-from-the-street front doors. Dullsville

Some days on the west side of town are just peachy. Other days are a tad … dull. Depressing, even. Someone had enough time and energy to attack this Ginkgo tree in Plouffe Park: Meanwhile, over on Albert Street, where a half-assed multi-user path runs along the north side of the road, these have appeared scattered all along the path: Some of the posts are steel, like the one shown. Care and enjoyment of expensive streetscaping

The City spent millions to improve the look and landscaping along Preston. It is now a truly extraordinary street, a joy to walk along. (That it is extraordinary is an indictment of how bad the rest of our streets are…) The contractor repairing the porch of a house (shown above) decided these shrubs make a great place to throw his demolition debris. Who cares? And he is right, there doesn’t seem to be any penalty for those who abuse the plantings. Yes, dealing with the City (and the BIA’s, the Community Associations, the Councilors, neighbours… you name it) can be frustrating. I persevere, joining traffic studies and public advisory committees because sometimes we “win”, ie speaking up effects a change or improvement in a project. But it can be terribly frustrating. The devil rides Watson’s new LRT route

Warning: long post. Go pee or get your coffee before you start reading. After so much huffing and puffing, the City has detailed its final LRT route and station locations, and their costs, to Council and the Public. The most noteworthy change has been to move the tunnel from the “cross country” deep alignment under Albert Street, then Queen Street … to one that traverses the downtown always under Queen. Popular bike and ped route “locked shut”

Several years ago a gate was installed at the north end of Preston, where it crosses NCC land. There is a paved path (actually a derelict bit of the transitway from pre-1980’s) that leads to a legal marked crossing of the current transitway and then out the Ottawa River bike paths. The gate was installed by contractors during water main construction a few years ago. On Monday, it was locked shut. I went out Monday evening to view the scene. Western LRT (part iv) The River Parkway

Perhaps the most controversial and divisive suggestion for converting the transitway to LRT concerned the portion along the Ottawa River Parkway. There seems to be a large crowd that is convinced the parkway would be ruined by letting LRT transit users have a view instead of just motorists. Concerns were expressed about destroying green space, the aesthetics of overhead wiring, and the danger to dog walkers from high speed trains. City-provided sidewalk improvements

From time to time the City actually does spend some money for streetscaping projects. These projects are designed to “recover” the public space from adjacent property owners that have encroached on it over time, too often appropriating it for parking. Those property owners who have landscaped right out the sidewalk may not be affected at all. Adversely affected will be those who snuck in parking spaces on their front gardens. Good sidewalk environment

It’s not “all bad” on downtown sidewalks. I love this bit of private landscaping on Gilmore Street, near Kent. The sidewalk grew a tiny bit wider, which is useful. The precast block wall is attractive and understated, not competing with the building or the street. The modest elevation increase gives more room for tree roots, defines the “garden” space, and helps keep litter out. The densely planted row of trees greens the environment and helps shade the adjacent south-facing building façade. From mediocre to worse

The loss of amenity is noticeable when an attractive bit of the pedestrian realm or sidewalk is adversely affected by adjacent developments. The contrast is less sharp when a mediocre space becomes worse. Yet the result is the same: the pedestrian zone gets impinged and impoverished. I always find the C D Howe building in downtown Ottawa to be an underachiever. The building is somehow less than the sum of its parts. Inside there’s a waterfall, winter garden, soaring three storey spaces, pedestrian bridges, Jetson elevators, retail spaces, food court …. More parking on sidewalks

A few weeks ago I ran a quickie post on motorists that treat sidewalks as their private parking spaces. The front entrance of the Delta Hotel on Queen Street is already a bit tough for pedestrians to get to or to get by. Ever since it was built by Teron & Ian Johns with wide sidewalks, the walks have been chipped away and replaced by more traffic lanes, queueing lanes, stopping lanes, and now the patio at the front entrance has been taken over as a taxi stand, often leaving just inches of space to squeeze out onto the city sidewalk. Popular bus stop with no crossing

A fundamental tenet of a usable bus service is to have stops that are accessible. A glaring exception is the Carling Avenue bus stop near the O-Train. Inconveniently far from any signalized cross over, the traffic department has resisted for a decade putting in ped-activated crossing lights. They have relented now, and agreed to a ped and cyclist activated crossing signal can be installed during the reconstruction of Carling Avenue. Alas, that project has been rescheduled from 2011 to some unspecified future date, so bus users will have to continue to cross without signals. Guerilla Parking Enforcement

  No, these people aren’t Algonquin College students being persecuted for driving to school. These are their parents, married to their autos, and too lazy to park in the merchant’s free parking lot behind the store. Much easier to just park on the sidewalk. Why don’t they stop on the road? Heavens! that would block traffic! That would be a sin! Much better to park on the sidewalk, the pedestrians won’t even know, and if one comes by, there’s lots of room to squeeze by. This is a post I wrote for Spacing Ottawa earlier this week. I repeat it in case you managed to miss it at that site. It was subsequently picked up on the national spacing network, as our problems with sidewalks are common throughout Canada: Sidewalks are installed by the City as an after thought. There are turning moments in the urban paradigm whereby all that was “normal” before gets swept away and is replaced by a new version of “normal”. I think we are in the midst of a paradigm shift to a new normal with respect to parking and streets in central cities. We saw this once in the 70’s when the anti-freeway mobilizers successfully beat down the Spadina Expressway in Toronto. Any pedestrian in Ottawa recognizes the scene: melting snow puddles on the sidewalks, roads, and crosswalks. Such puddles are to be expected when the roads are old, breaking up, sagging, worn out.But the pic above is of a main street rebuilt … last year! Why can’t our engineers get it right? Surely it isn’t rocket science to build crosswalks that drain to catch basins? The answer lies in an equally predictable realm. The intersections are not designed for pedestrians, but for motorists. Life, especially when it comes to municipal planning in Ottawa, is full of inadvertent disasters. Sometimes these come from the law of unintended consequences, whereby something ostensibly for the good turns out to be awful. Other times is results from good wishes, which when delivered, make you wish you had never asked in the first place. That sounds like something from Grimm’s Fairy Tales, and the proposed reconstruction of Carling between the O-Train and Bronson is looking a bit grimm to me today. Why can’t pedestrians just cross the street?

I am not like most people in the City, but I am similar to a large minority in the centretown and west side neighbourhoods in that I walk places. I walk a lot. I do not, and never have had, a car. Yes, it is perfectly feasible to raise kids in the city without a car. And yes, they turned out just fine. According to the city, 45% of trips to work are done in single-occupancy cars. Soho Italia gets one councillor’s vote

The strategy behind Starwood Mastercraft’s approach to getting the city tallest tower put on the city’s smallest lot seems to be working. Recall that Starwood has not gone to the planning department with their proposal, but instead has been shopping it around to the Mayor and Councilors first. They are getting their sales pitch in well before the planning “experts” the city has on staff are even allowed to look at the proposal. Soho Italia – the developer’s proposal

 Note: the land on the south side of Carling on each side of the O-train corridor is shown as green space. It is NOT parkland. The City’s Official Plan calls for this area along Carling to be developed as a high-density mixed-use centre, ie more condos and offices.  The facade of the podium facing Preston appears to have a fair bit of glass.
